The Alcohol and Gaming Commission of Ontario has imposed a $120,000 penalty on Great Canadian Entertainment. The fine addresses the installation of unapproved gaming software across multiple casino locations in February and March 2025.
The regulatory body reviewed 40 instances where the operator deployed revoked or unapproved bill validator software. These systems are responsible for verifying the authenticity and value of cash inserted into electronic gaming machines. The AGCO described the oversight as a "serious compliance failure" that bypassed requirements designed to protect the integrity of casino gaming.
Compliance and Operational Standards
Gaming equipment processes payments and wagers while supporting slot-game play. The Commission stated that using systems without required testing weakens safeguards against unlawful conduct, including money laundering. Standards for Gaming require all equipment to undergo rigorous testing and approval before deployment in a live casino environment.
A casino operator served with an Order of Monetary Penalty retains the right to appeal the Registrar’s action. This appeal must be filed within 15 days to the Licence Appeal Tribunal.
Earlier in May, Great Canadian Entertainment completed the sale of its fourth venue in 18 months. The property was acquired by a partnership formed by Petroglyph Development Group and Musqueam Capital.
