Russian State Duma Passes Cryptocurrency Legalization Law

The State Duma of Russia has approved a new law regulating cryptocurrency operations during its second and third readings. The legislation is scheduled to take effect on September 1, 2026.

The regulation introduces a tiered system for market participants. Non-qualified investors will be permitted to purchase highly liquid cryptocurrencies after passing a test, subject to an annual limit of ₽300,000 per intermediary. Qualified investors face no such restrictions on asset selection or transaction volume.

Additionally, the law establishes a regulated infrastructure comprising licensed crypto exchanges and digital depositories, enabling trades through brokers and organized markets.

Payment Restrictions and Transition Period

While using cryptocurrency for domestic payments remains prohibited, the legislation permits its use for cross-border settlements without restrictions. Importers and exporters may conduct these transactions directly or through intermediaries. Foreign stablecoins will fall under the same regulatory framework as other digital assets.

Market participants are granted a transition period ending on July 1, 2027, to obtain necessary licenses and ensure compliance with the new requirements.
